circumstances require I consider it
should be possible to satisfy views of
Unofficial Members to reasonable extent
without having to state that Secretary
of State would not sanction any particular
course for future, but I have no objection
to your expressing your belief that
before my consent could be expected to
experiment in Colony's public finance
represented by forward exchange contract
over whole year threat to financial
stability of Colony from exchange prospects
would have to be much more clearly evident
than it is at present.
